PLANNING AND HOUSING DEPARTMENT
The Planning and Housing Department consists of three divisions: Planning, Housing, and the Redevelopment Agency. The Planning Division administer and enforce applicable State and local codes to ensure the health and safety of the public. The City of Pomona allows jumping bounces at the parks as long as the bounce company being utilized meets the City of Pomona's insurance requirements. Library cards are free to Pomona Residents. All others must pay a fee. To obtain a library card, applicants should inquire at the Circulation Desk, located at the entrance to the Library on the Main Floor. Adult applicants need to show proof that they are California residents. A valid California Driver's License or California Identification Card with picture and correct address as issued by the Department of Motor Vehicles may be used for this purpose. Other picture identification (e.g.: school I.D.; work I.D.; bus pass; out-of-state driver's license) will be accepted only if accompanied by a current bill, bank statement, or property tax statement which can be used to verify applicant's current address. Photocopied documents are not acceptable for this purpose.

Pomona Library cardholders may use workstations in the Library for this purpose for free. Persons who do not qualify for a free Pomona Library card may purchase an Internet use-only library card at a cost of $5 per month. (Use of this temporary card does not entitle the bearer to other library services, such as borrowing or reserving books). Computer time is limited to one hour, per person, per day. There are 22 workstations available in the Computer Lab, located on the lower level of the Library. The Children's Room has 8 workstations for use exclusively by children and their accompanying adults. The Adult Reference area has an additional 8 workstations, one of which is configured with a Spanish language keyboard. Same day reservations for these workstations may be made using the SAM self-reservation system, which is located under the "Reserve a computer" icon on the on-line Public Access Catalog. Patrons may also walk up to any of the available Internet workstations in the Library and follow the instructions on the screen for logging in. The fee for printing is a one-time 50 cent copy card fee and 12 cents for each page printed. Work product can be read from the screen or saved to floppy discs.

UTILITY SERVICES DEPARTMENT
The department provides a broad base of services for the community through its Enterprise Fund supported divisions of Water and Wastewater Operations, Solid Waste (trash & recycling), Equipment Maintenance, and Business Services. Its major activities include water production and distribution; reclaimed water distribution; wastewater collection; residential trash collection and disposal; green waste and recycling programs; fleet and equipment maintenance; and meter reading, billing and collection.

Customers can currently establish new service in person or by fax. Documents required to open an account are Drivers License, or California ID, and a Social Security Number. Each customer will receive water service and three 96-gallon containers in black (trash)., blue (recyclables) and green (greenwaste), as well as sewer service. Customer bills are sent out every other month. Special pick-ups are by appointment only and must be called in at least 72 hours before your regular trash pick up day. The limit for special pick-ups is one large item and/or six bundles (4' long by 18" diameter) per week.
If your container is broken, it will be replaced or repaired at no additional charge. Additional containers are available for a modest fee (green and blue containers are $1.50 per month; black containers are $10 per month). The Los Angeles County Fire Department has eight fire stations that serve the City of Pomona. Each station is staffed with career fire fighting personnel who are trained to provide citizens with the highest level of fire and rescue assistance. Why don't cities have more control over local cable companies?
A:
Congress passed legislation in 1996 that severely diminished the ability of local governments to effectively ensure the quality and level of local cable TV service. Their rationale was that strict regulation was no longer necessary because competition in the marketplace would force cable companies to provide customers with quality service and competitive pricing. Unfortunately, there was not - and still isn't - any meaningful competition at the local level. Satellite companies are attracting a growing number of subscribers but there hasn't been any significant impact on cable company rates and services levels.
